Use of Universal Personal Leave
Article 20, Personal Leave, of the Negotiated Agreement between CCEA and CCSD outlines the specifics of Universal Personal Leave. All licensed employees qualify for one day of universal leave. To utilize this leave an employee must:
* Notify their immediate supervisor of the intended use of a day’s universal personal leave at least four (4) days prior to the date to be used (except in cases of personal emergencies), and
* Have at least one day accrued sick leave.
Several schools have notified employees that they may not use Universal Personal Leave the last ten (10) days of the school year. This is not the case. In an arbitration award from Arbitrator William Dorsey, Jr. dated December 30, 1997, he ruled that Universal Personal Leave may be taken at any time during the school year. This includes the first and last ten (10) days of the school year. Anyone not utilizing Universal Personal Leave will be paid at the daily rate of pay for a short-term substitute teacher.
